Add tagging as an action for the Element Filter

As there currently is no way to easily tag layout points in a single step with eVolve, adding the option to Create Tag as an action on Element Filters would be a significant time saver. Going a step further, allowing the user to pre-define which tag family to use as part of the Element Filter would reduce clicks even further. An ideal version of this function would also allow for pre-defining landing length, leader angle, and tag off-set. Any or all of these would be a significant improvement on the current tool.
