Expanded renumbering functionality

Expand the renumbering function to allow identical items to have the same number when they are not fabrication parts, just as it does for fabrication parts. This would alleviate an issue with kitting sheets for conduits having excessively large schedules due to each conduit piece having a unique identifier.
